A new Charter for taxpayers

In January 2008, the Government announced that HMRC would work with interested parties on the development of a new Taxpayers' Charter. Following this a consultation document was published seeking views from a variety of stakeholders.

The aim of the Charter, as explained by HMRC, is to describe in simple terms the rights and obligations of taxpayers in relation to their affairs with HMRC. We see this as a positive step in establishing a framework whereby taxpayers have clarity about their obligations and how they can meet these, with certainty in relation to the service they can expect from HMRC.

In this PBR we are expecting to hear an announcement on the progress of the development of this Charter, and a possible date for the publication of the Charter in draft form.
