The Comprehensive Spending Review (CSR) contained, at first inspection, an interesting contrast of measures. It suggests, in ring-fencing health and prioritising research and other services with very high economic impact, that it is a forward-thinking, long-term plan. However, it leaves worrying gaps in surprising areas and also means few UK businesses will escape the ripple effect of cuts to public spending.
